Office of Management and Budget Director Mick Mulvaney said in a March 15 news conference that the proposed EPA budget would fund "beyond the core functions of the agency".

"We're going to have insurance for everybody", Trump said in January.

Trump's proposal would slash funding for the Environmental Protection Agency and the State Department by 31 percent and 28 percent, respectively.

"The Trump Administration's budget blueprint begins the much-needed work of making major cuts in agencies like the EPA", McIntosh said.

"Foreign aid is probably the single most wasteful spending item in the federal budget", he told CBN News.

The White House has claimed there is no evidence to suggest students benefit from the after-school programmes that Donald Trump's proposed budget would stop funding.

U.S. Sen. Jerry Moran, a Kansas Republican, has also warned against cuts to transportation funding. "And I think for the first time in a long time, you have an administration that is looking at the compassion of both sides of the equation", Mulvaney said on NBC's "Meet the Press".

The cut in State Department budget could lead to fewer political appointees in leadership positions, and south, central and east Asia bureaus could be bundled under a single assistant secretary.

Sherri McIntyre, the city's director of public works, said Kansas City would most likely look to the program again as a source of funding for the possible expansion of the street auto, something that has been discussed.

The newly elected government in Seoul might follow a different course of ties with Japan, unlike those followed by President Park. Already, six sets of crippling United Nations sanctions have been slapped on Pyongyang since its first nuclear test in 2006.

A reporter asked, "Over a period of years?"

Still, some are optimistic that even if not everything in Trump's budget will pass Congress, the government will make some progress toward conservative goals. "With just 1 percent of our nation's budget, the global affairs budget has helped alleviate the suffering of millions".

The blueprint next goes to Congress.

The White House is seeking budget cuts for almost every agency of the federal government, except for the Departments of Defense, Homeland Security and Veterans Affairs. More than 1 million senior citizens might now go hungry, but at least they will be safe from bad hombres. Now they know. The budget released on Thursday distills Trump's priorities.

Twitter erupted over the White House's error. (The question showed that, in a sense, every Beltway homeowner has an interest in keeping the government big.) Clearly Mulvaney had heard the real estate question before.

On health care, Mulvaney disputed the argument that low-income Trump voters in red states will be most likely to lose coverage under the GOP's proposed plan, saying the president plans to take care of his voters.

The 31 percent cut would scrap key environmental regulations introduced by former President Barack Obama, including his signature Clean Power Plan, which was meant to reduce carbon emissions from power plants.

"I think you'll hear a lot of mayors pointing out that, on the justice side, the way to achieve safety is not to take away training, summer employment, youth resources and put it all on the back end", Golden says.
