US Pulls Funding for UN Population Fund

The cut-off funds will be "reprogrammed" to USAID's Global Health Programs account to focus on similar issues, said a State Department official, who wasn't authorized to comment by name and requested anonymity.

The Kemp-Kasten amendment - first enacted in 1985 and previously used by other Republican presidents - prohibits foreign aid to an organization that is involved in coercive abortion or involuntary sterilization.

But activists claim evidence has repeatedly shown that its work in China does not violate the amendment.

Women's Rights Without Frontiers president Reggie Littlejohn told a panel discussion alongside the U.N. Commission on the Status of Women session in NY last month that forced abortions and the conditions that give rise to sex-selective abortions of baby girls continue under the "two-child" policy.

The State Department said that China's family planning policies involve the use of coercive abortion and involuntary sterilization, and "UNFPA partners on family planning activities with the Chinese government agency responsible for these coercive policies".

The "one-child policy" may possibly become a "two-child policy" but China's police state population control policies will not end anytime soon.

Meanwhile, the agency has called the claims "Erroneous", saying that all of its work promotes the rights of individuals and couples to make their own decisions, free of coercion or discrimination.

The UNFPA "regrets the decision by the United States to deny any future funding for its life-saving work", the organization said in a press release.

The Trump administration has also signaled that it no longer sees a need for the so generously fund United Nations and other worldwide organizations. Fact-based journalism of this caliber isn't cheap.

Vox also reported that this isn't the first time the USA has defunded the UNFPA, leading to an impact on families. Britain, the top donor to UNFPA, continues to support the agency, British U.N. Ambassador Matthew Rycroft said.

The Trump administration is now pushing forward a broad swath of budget cuts that have hit foreign aid spending especially hard, as it seeks to boost investment in the military.

United Nations officials have warned that abrupt funding cuts could trigger more global instability and argued that dollars for diplomacy are more effective than military spending in combating terrorism. The UN has warned funding cuts will cause greater global instability and reduce its ability to respond to a growing list of humanitarian crises.

The White House has proposed cutting roughly one-third from the State Department's budget, with much of it expected to come from foreign aid and global organization dollars, although Congress is expected to claw back at least some of that funding.

"UNFPA does not fund or perform abortions or forced sterilizations anywhere in the world". It is up to each administration to determine which organizations meet that condition. In a budget proposal released in March, Trump indicated that he wanted to cease payments to the U.N.'s climate change program and cut USA contributions to United Nations peacekeeping operations.
