Carr, who suffered a transverse process fracture in Sunday's loss at Denver, is feeling better and throwing the ball well in practice, but the Raiders are anxious about the effect of a game-day hit. Manuel, a first-round pick by Buffalo in 2013, began his rookie season a starter but was benched the next year and started just three games the past two seasons.

Manuel entered this season with a career completion rate of 58.3 percent with almost as many interceptions (16) as touchdown passes (19). Carr left the game with a back spasm. Mack is at the top of his game, coming off two sacks against Denver and with four for the season. The Raiders won the previous two behind fourth-quarter touchdown drives led by Derek Carr. Joe Flacco has struggled to get the passing game going and will have another hard time staying upright in the pocket this week.
