SA Rugby Accepts Rugby World Cup 2023 Vote Outcome

Browne, who admitted the report had left him very surprised and disappointed, said evidently their vision and that of World Rugby as to how a World Cup should be hosted were worlds apart.

In the unlikely event that the vote is a tie three ways, then South Africa will automatically go to the second round, and World Rugby president Bill Beaumont will have to eliminate either Ireland or France.

Going into the vote in London on Wednesday, the bid from South Africa were strong favourites following the meticulous auditing process and it was widely thought that the World Rugby council would simply ratify this decision, as they have done in past votes.

Minister Ross said, "I know that the country would like to join me today in congratulating France on winning the bid to host the Rugby World Cup in 2023".

The tournament also comes a year before France hosts the 2024 Olympic Games.

South Africa staged the World Cup in 1995, with the tournament viewed as one of the most successful in the event's history.

"It will be for the next generation of SA Rugby leaders to decide whether to compete for the 2027 tournament or beyond", he said.

"It's bitterly disappointing and quite surprising".

"We can not hide our desolation but, for the sake of rugby we wish the 2023 tournament hosts every success".

"We've won but it's really grass-roots rugby that has won", he added.
